The memorial is surrounded by a green metal fence, complete with gate. It is located on the western periphery of Smith Park, adjacent to Castlereagh Hall. A marble honour roll of local men who served in the Great War is attached to the side of the pillar that faces Castlereagh Road. Their names have been highlighted in black and those who lost their lives are marked as 'Dead'. On the step directly below the base of the pillar is a second marble tablet, inscribed with the dates of the First World War. Detailed descriptions of the unveiling of the memorial on Saturday 4 January 1919 were published in the Nepean Times, 11 January 1919 and the Windsor and Richmond Gazette, 10 January 1919. The Times, described the monument in detail and listed all the names of the soldiers. It also explained how the monument was planned and constructed by a voluntary committee of nine. The committee was elected at a public meeting and consisted of Mayor Ald. P. Landers, aldermen and local residents. The memorial was dedicated to 22 local residents, one-third of whom gave their lives. Mayor Landers invited Mr Walker M.L.A. to perform the unveiling ceremony. Several wreaths were placed upon the monument in memory of those who had fallen. Other speakers included Dr Helsham; Mr P. Quinn, Mayor of Penrith; and Mr J.B. Penman (Methodist). Aldermen Shields and Holihan moved votes of thanks to Mr Walker for his attendance. Following the ceremony, afternoon tea was provided in the Council Chambers.
