Richard Kelliher was born on 1 September 1910 at Ballybeggan, Ireland. He enlisted at Brisbane, Queensland on 21 February 1941 and was discharged as a private in the 2/25th Battalion on 13 September 1946.

In December 1943, he was awarded the Victoria Cross for "conspicuous bravery during action against the enemy in New Guinea" (Tweed Daily, 30 December 1943).
