The memorial is a reinforced concrete tower, surmounted by a light, standing 33 metres high. There is a concrete flagpole at each corner of the surrounding lawn. The memorial is located at the top of Memorial Hill Lookout.
The idea of a war memorial was first mooted in 1922, but work was suspended with the outbreak of the Second World War. The memorial was unveiled on Sunday 22 November 1953 by Lieutenant General H Gordon Bennett, with the dedication conducted by Cannon William Rook. Two books of remembrance in parchment containing the names of the fallen in both the First and Second World War were placed on lecterns within the memorial (Narromine News and Trangie Advocate, 17 November 1953).
