Tarcutta Memorial Hall is a brick building with an iron roof, built in honour of those who served in the First World War and opened on 28 November 1928. Mounted on both sides of the front door are white marble honour rolls, one for the First World War and the other for the Second World War and Vietnam.

A Tarcutta Memorial Soldiers' Building Fund was established following the First World War. A temporary hall was erected in September 1923 and in January 1925 a public meeting was held to decide on a permanent memorial building. After discussions over whether to build a soldier's memorial hall, or a memorial hall and school of arts, the decision was made to build a memorial hall (Daily Advertiser (Wagga), 3 February 1925). 

Discussions regarding a possible site for the hall took place over the next two years. In mid-1927, with the location fixed, plans were prepared by the architects Pitt and Morrow of Wagga Wagga, with the construction contracted to Beattie Bros. 

The opening of the Tarcutta Soldiers' Memorial Hall took place on 28 November 1928 and the Daily Advertiser, 30 November, described the official opening in detail. A marble tablet commemorating the opening of the hall was laid by Mrs Latham.

The Tarcutta Roll of Honor Fund Committee was also established following the First World War. Funds were raised from early 1919 onwards. The exact dates of the unveiling of the two honour rolls have not been identified.
