The memorial is a polished granite cenotaph positioned on a granite base. The cenotaph is set on a large concrete foundation surrounded by grass and a small timber fence, situated at Wooli Beach on a sand dune overlooking the Pacific Ocean to the east and Wooli Wooli River to the west. The memorial is dedicated to service personnel from the First and Second World Wars and the Vietnam War.
A polished black marble plaque is situated at the base of the cenotaph on the western side with a commemoration inscribed to those who fought in the First World War. On the main body of the cenotaph above is a bronze plaque dedicated to those who served.
The Lions Club of Wooli was awarded a 'Saluting Their Service' grant in June 2013 to install a bronze roll of honour on the cenotaph to commemorate local servicemen who served in the Second World War and the Vietnam War. This plaque is situated on the northern side of the memorial and lists the names and service numbers of seven Second World War veterans and one Vietnam War veteran. A second bronze plaque on the southern side of the cenotaph is inscribed with the name of one Second World War veteran, A W Skinner, and also salutes the many women who served their country. The Australian military emblem sits at the top of both of these bronze plaques.
The Wooli Cenotaph was refurbished in 2015 with an Anzac Centenary Local Grant received by the Lions Club, and was dedicated at an Anzac service on 25 April 2015.
