The memorial is a dark timber honour board made of cedar topped with a classical pediment with the crossed flags of Australia and the Union Jack. Small supporting shelves sit at the top and bottom of the board, with a timber frame surrounding the main panels. The names and fate of 56 servicemen are printed in gold across two columns, with the dedication also written in gold. 

The Lithgow Mercury, 19 November 1920, published a brief description of the memorial and plans for its unveiling. It was described as a handsome cedar honour roll containing the names of all district soldiers. At that stage it had been placed in the general waiting room at the Capertee railway station. It was expected that the unveiling ceremony would synchronise with the arrival of a machine-gun which was expected soon. 

The date of unveiling has not been determined but it is likely to have taken place early in 1921. The honour roll was originally unveiled at the Capertee railway station but is now located in the Capertee Memorial Hall.
