The memorial is a white marble tablet with black lettering dedicated to Captain William Bowman Douglas who died on 5 May 1915 on HMS Gascon from wounds suffered during the Gallipoli conflict. The tablet was unveiled in the Richmond Presbyterian Church (now St Andrew's Uniting Church). 

Because of his agricultural training, the Cumberland Argus and Fruitgrowers Advocate, 15 May 1915, published a detailed obituary for William Douglas with his photograph in military uniform. After leaving school, he was educated at Hawkesbury Agricultural College prior to entering farming. He owned Bowman's Farm outside Richmond and left a wife and two small children. He received his first commission in the 3rd Australian Infantry Regiment in 1906 and became a Lieutenant two years later.  In 1912 he became a Captain and was appointed to the 41st (Blue Mountains), Infantry, Windsor and Richmond Companies.

A large audience attended a citizens memorial service for Captain Douglas held at the Richmond Presbyterian Church. The Reverend W R Milne, minister of the church, conducted the service assisted by Reverend F J Dillon, Rector of St Peter's Church of England, and Reverend G A Reeve, Methodist Church (Windsor and Richmond Gazette, 28 May 1915).

The Windsor and Richmond Gazette, 23 July 1915, published a detailed letter received from Lieutenant Colonel A J Bennett, DSO, then commanding the 4th Battalion at the Dardanelles to Lieutenant Colonel J J Paine V D, commanding the 41st Blue Mountains Infantry. The letter outlined in detail Captain Douglas' service in the Dardanelles before his tragic death from wounds. 

His name is also listed on the Deceased Veterans Plaque at the Hawkesbury Agricultural College Campus (University of West Sydney).
